Programs cablecast on DATV are scheduled on a non-discriminatory first-come
first-served basis. The programming guidelines adopted by the DATV Board of
Trustees state that "DATV will not exercise editorial control over the
content of any User's program and will cablecast any program which is
technically sound.. ". The individual producers of the programs are solely
responsible for their content. DATV serves as the conduit for these programs
to be shown on the cable system.
The essence of public access television is that it serves as a video
extension of citizens' First Amendment rights. In a recent Supreme Court
ruling regarding censorship, public access was described by some justices as
a public forum, characterized as "the video equivalent of the speakers'
soapbox or the electronic parallel to the printed leaflet. They provide
groups and individuals who generally have not had access to the electronic
media with the opportunity to become sources of information in the
electronic marketplace of ideas.
DATV does not necessarily endorse the opinions expressed in any of the
programs on the channel but, does support citizens' rights to express them.
Furthermore, we encourage anyone who wishes to express their views to take
advantage of the services we offer.
